I’d love to get access to this library Autodesk offers with this toolset. The question is can I buy it from other people?
Yes. Marketplaces, where people sell used licenses exist. But the specific thing you are looking for right now is a super rare beast on these websites. I found one offer specially for you though. Just get the autocad mechanical 2018 https://procadeng.com/store/autodesk-autocad-mechanical-2018/
